The apex seal is pushed down further.  Care has to be taken that the dual tensioning springs are in the proper place and not getting bound up.
 
 Almost down.
 
All the way down.  Look at the grooves machined into the water jackets of the 13B REW rotor housing around the exhaust port.  This is to give more surface area for better cooling of this engine hot spot.  The apex seals must be all the way down and properly seated or the engine will not make good compression.  This also goes for all the other many seals.  The mass of seals is the Mazda's weak points.  They are somewhat fragile and prone to damage from detonation.
 
All three apex seals are installed.  It is a good idea to rotate the engine around and make sure the seals are moving properly.
 
By looking, you can see how small changes in port shape can really affect the port timing.  A small change can open and close the port many degrees of e-shaft rotation sooner or later.  This is the side housing MSP exhaust port.
 
 Here is the opening point of the intake port.
