The short bolts are tightened that fasten the case halves together.
There are also longer bolts that hold the case halves together inside the water jackets that need to be tightened.
Next, Howard brings all of the case bolts up to the proper torque. Howard then spins the crank to make sure it spins freely. If it doesn’t, the root cause must be found and corrected before the engine assembly can proceed any further.
